At Cashion Public Schools, we believe that a focused learning environment is essential to student success. As part of our commitment to academic excellence, Cashion Public Schools is implementing a “Bell to Bell, No Cell” policy for the 2025-2026 school year in compliance with Oklahoma Senate Bill 139, which was signed into law in 2024. This legislation was created in response to growing concerns about the negative impact of personal digital communication devices such as smartphones, smartwatches, and earbuds on student learning, behavior, and mental health.

What Does "Bell to Bell, No Cell" Mean?

"Bell to Bell, No Cell" simply means that students are not allowed to use personal digital communication devices — such as cell phones, smart watches, or earbuds — during instructional time, from the first bell of the day to the last. Devices must be turned off and put away during class unless expressly permitted by a teacher for educational purposes.

Why Was This Policy Put in Place?

This policy aligns with Oklahoma State Law SB 139, passed in 2024. The legislation was designed to reduce classroom distractions and improve student focus, academic performance, and social interaction. The law mandates school districts to regulate digital communication device use during the school day to support a stronger learning environment.

Research and data across the country continue to show that digital distractions negatively impact students’ academic performance, mental health, and in-person engagement. The goal of this law is to maximize learning time and create an environment where every student can thrive.

What Are the Exceptions?

We understand that some students rely on digital communication devices due to medical, behavioral, or learning needs. Modifications and accommodations will be made for students with documented support plans, including IEPs and 504s.

What Happens If a Student Violates the Policy?


Cashion Public Schools has developed a clear system of consequences for violations:

    •    1st Offense:

 Device will be taken to the office. The student may pick it up at 3:15 PM. Parents will be notified.



    •    2nd Offense:

 The device will be held in the office for 2 days. Students may pick it up at 3:15 PM each day.

 Parents will be notified.  Students will serve 2 days of lunch detention.



    •    3rd Offense:

 The device will be held in the office for 5 days. Students may pick it up at 3:15 PM each day.

 Parents will be notified.  Students will serve 5 days of lunch detention.



    •    Further Offenses:

 Additional disciplinary action will be determined by school administration.



    •    Possession of a Secondary Device:

If a student is found with a second device after turning one in, a suspension will be assigned based on prior offenses.
